This character references some elements of the Eberron setting, but uses no rules from those books and is usable in any urban environment.
Skakan began as a sewer-dweller operating a cheap market for the poorest of the city's poor. After an encounter with adventurers, however, he realizes that such a life was clearly the way to go, especially if one wanted food in your belly and a roof over one's head. He left his market and crawled topside, ingratiating himself to adventuring companies and playing off his well-developed skills as a salesman. In short, he became a public relations manager to adventuring companies.
This was hard work, however, and meant a lot of moving around with insecure working conditions, so when a fairly unknown adventuring company left town for a quest to the far north, Skakan started advertising them around the city as "Dragoneye Investigations" and hung up posters with slogans like "We sleep with one eye open" and the ubiquitous "Got Justice?" Clients appeared, hoping to hire the adventurers for jobs, but the group had not yet returned. So Skakan paid coppers to his goblin friends in the sewers and in this way handled some of the easiest cases -- cheating husbands, missing kids, that sort of thing.
By the time the adventurers returned, Skakan had a tiny office with a glass pane on the door labeled "Dragoneye Investigations" and a waiting list longer than his little goblin arm. He presented the agency to the adventurers, and begged them not to kill him. So far, they haven't.
Skakan lives in the agency offices and all his wealth is invested in it, which accounts for his lack of gear. Since moving up, he wears gray suits and little glasses on his nose. He talks like Peter Lorre.
