Josef Ukekov is the leader and mastermind of the Crimson Scorpion, a superspy organization hidden in St. Petersburg, Russia. He and his organization are described on page 152 of the d20 Menace Manual.
Ukekov used to be a strategist for a Soviet intelligence service (actually the original Crimson Scorpion). While brilliant, he was also completely amoral, and could only see humans as expendable resources.
The end of the Soviet Union should have spelled the end of the Crimson Scorpion, but Ukekov hid many of the organizations assets (including people) and resurrected it. Ukekov ensures loyalty by befriending his minions, using a style tailored to each important minion. Little do they know Ukekov is incapable of creating real friendships; he's just too good an actor.
Ukekov strives to conquer the world under an old-style Soviet government. His plans include threatening nations with nuclear bombs hidden in their territory (around large numbers of innocent civilians).
Ukekov never travels without a pair of Ursa Warriors who act as bodyguards.
Ukekov uses the Mastermind Prestige Class from the Urban Arcana web enhancement; his special qualities are derived from the class.
